PRESS RELEASE

While analyzing the Board Results of Govt. High Schools/Higher Secondary Schools of Jammu Division it has been found that many institutions given in the enclosed list have registered very low results in 10^th  and 12^th classes during the last year as also on comparison of results for the last two years large percentage of decrease in results has been noticed. With a view to make the Heads of the institutions and other subject teachers/lecturers accountable in this regard, it has been decided that one annual increment of all such Heads of the institution/subject teachers/lecturers who have registered very poor results and are responsible for large decrease in results will be stopped hence forth. The collection of particulars of all such employees has been carried on for submission of subsequent proposal to the Govt. for taking further disciplinary action against the delinquent employees.

All the Drawing and Disbursing Officers have been directed to adhere to the instructions in letter and spirit without any deviation if any noticed will be viewed seriously.  The subject Lecturers shall be held accountable for results of their subjects individually. Lecturer-wise list is also being processed for disciplinary action due to non-performance.

NOTICE

With a view to have a check on absenteeism and dereliction of duty  on the part of Employees of School Education Department  in Jammu Division, 25 flying squads headed by senior officers of the Department have been created who would pay surprise visit to the Institutions and check the attendance/punctuality of employees and the students. The squads shall submit the reports regularly to this Directorate for taking stringent action against the delinquent employees.

It is further enjoined upon all the employees of the Department who have been transferred from one place to another to join their respective place of posting within seven days failing which absence period will be treated as Dias Non without giving them further opportunity of being heard.

            It has been noticed that many private schools running unauthorisedly without obtaining permission/recognition from the competent authority, generally apply for permission at the close of the session for conduct of examination of the students.  Such practice on their part is undesirable. In order to watch the interest of the students reading in the schools, it has been decided that the institutions whose cases are under process for the last more than three months will only be allowed to conduct the  Examination as one time exception as already decided in the meeting or Chief Education Officers/ZEOs held in this Directorate on 10-02-2005. No institution will be allowed to conduct the examination nor under process certificate will be issued whose case for recognition /permission  has not been processed on or before the period  as mentioned above.

            Instructions  be adhered to strictly otherwise in case of deviation  if any serious view will be taken against the officers responsible for such action.
